Italian Premier Giorgia Meloni has reached out to Ursula von der Leyen, the President of the European Commission, with a request to broaden the exemptions currently applied under the Stability and Growth Pact. Meloni is advocating for these exemptions, traditionally reserved for defense spending, to also encompass initiatives aimed at mitigating the financial strain caused by the energy price hike, a consequence of the ongoing conflict involving Iran.
In her communication, Meloni urged the EU’s executive body to consider extending the National Escape Clause. This clause, initially designed to cover defense expenditures, should, according to Meloni, include investments and strategies aimed at addressing the escalating energy crisis. The letter emphasized the challenges the Italian government might face in justifying its participation in the SAFE programme, the EU’s framework for financial assistance to member states for defense investments, if such an extension is not granted.
The European Commission, however, has maintained its stance on the matter, indicating no change in its approach to potential suspensions or exemptions from the Stability Pact. The Commission reiterated its commitment to offering member states various options that adhere to fiscally responsible constraints.
A spokesperson for the Commission stated that their position remains consistent, underscoring the availability of several pathways for member states to operate within a framework that balances fiscal responsibility and necessary spending. This suggests that while there is room for dialogue, the Commission is focused on ensuring that all measures stay within certain fiscal boundaries.
